It worked for me in parts, but the strange thing was that I did not have to type command 'set ppl to 1' to activate it and was gaining two perk points per level outside the bug.
I was having a strange problem, because sometimes I gained two perk points without even going over level, but I'm still evaluating this bug to know if it's this mod or some general incompatibility.
